Delban was a Rivan master armorer. He is described as a gruff, bald man with broad shoulders, huge calloused hands with a grizzled beard. He had absolutely no respect for anyone and Ce'Nedra found him to be impossible. He had a very good understanding of what would and wouldn't work in terms of armor. Initially he said he did not make armor for women, but he made Ce'Nedra a ceremonial suit of armor.
