Kakuzensho is ran by a group of seven ninja called the Kakuzensho Council. It was made up of the three founding members, along with the heads of the four major clans. It is these seven that run the day to day operations of the village, from trading with other villages to picking teacher to train student. Each of the members has a say, and won't do something unless they have a majority vote. They are known to meet once a month to discuss the on goings of the village. Though they will meet if something is brought up.
