The Anti-Power Handcuffs is an item in Super Power Island to arrest the 6 super-villains (namely Copy Cat, Speeding Spike, Ratman, Crusher, Sir Rebral, and Betty Jetty). It glows green in color, and you recieve it from the female scientist located outside the prison.
