The Council of the Sceptre was a council to the crown of Númenor. The Council was composed various nobles and lords from all regions of Númenor. They had no powers of governance over crown save for advice. When the King proclaimed his heir, he or perhaps she would become a member of this group so that they could learn the ways of governance. The Lords of Andúnië were said to be members of the group as well.
