go to meteor falls after the pokemon league and go searching for steven in the new area up the water fall, the just search around until you get to a cave in the water and surf all the way to the end..............walk around for a bit and you will soon encounter a bagon, if you catch another one you will be able to trade one for a horsea in pacifolog in the house in the top left of the rafts answered by robbie
