Akeelah was the commanding officer of Starbase 148 in late 2401. She previously was the commanding officer of Starbase 47 (Lyran) but, due to a trial before a court martial, she was charged with insubordination for having revealed information pertaining to the hostage rescue operation on Malachor V earlier than ordered and demoted two ranks as a result. She was assigned to the Enterprise because it was an hospital ship whose command was considered the most undesirable of all possible command-level assignments in the Lyran Starfleet, even more so than the command of a garbage scow. After being given that assignment, Akeelah referred to Lyran Starfleet Command as Stonefleet Command. (Star Trek: The Stoneship Files: "Highly Illogical")
