Admiral Tohas Falanner was a Starfleet flag officer from the 24th century. Falanner commanded the Fourteenth Fleet during the Dominion War. He held his flag on the USS Fe'garren. During the Battle of Benzar despite the Fe'garren been disabled he continued to command his fleet as they tried to dislodge the Dominion's forces from Benzar. Once Dominion reinforcements arrived he ordered the fleet's remaining starships to retreat. (The Dominion War Sourcebook: The Fires of Armageddon)
