Fake terrorism refers to the phenomenon of creating a terrorist enemy by proxy (manufactured terrorism), or by warning people about a threat by terrorist enemies when no threat is actually eminent (media terrorism - see also errorism). It is a means, through the use of fear to control large groups of people, even though logically, terrorist groups are essentially usually small in number. Compare with problem-reaction-solution, wherein a populace reacts to a percieved threat by giving up liberties to become more "secure", while in truth, it is the security forces or government that usually originates that threat.
