The Praetor's Balcony was a balcony of the Romulan Hall of State in Ki Baratan, just outside the offices of the Praetor of the Romulan Star Empire. The Praetor's Balcony overlooked the Square of Heroes, and was the traditional location for praetors to make public appearances and proclamations to the people of Romulus. (TOS novel: Vulcan's Heart)
