Chuck Parnell was a security guard who patrolled the area surrounding Lieutenant Commander Amanda Wilkerson's house. He tried to arrest NCIS Agent Anthony DiNozzo and Mossad Liaison Officer Ziva David for trespassing despite the two having told him that they belonged to NCIS which Parnell had never heard of. However, Ziva managed to escape and get the better of Parnell who later called her "Ma'am" much to Ziva's annoyance and Tony's dismay.
