Tulsar was a Human male who served as a sergeant in the Imperial Army of the Sith Empire on the planet Balmorra during the Cold War. During the fighting in the Sundari Flatlands, Tulsar's forces were unable to advance due to the presence of Galactic Republic gun turrets along their defensive line, so Tulsar recruited additional forces to take out the turrets.
