Start the quest by talking to Elan Rosh. Rosh requires all militia applicants to first take a test before they can join. To prove your strength, Rosh requests that you kill 10 Coward Mushroom. Head east to the Feather Plain and kill 10 Coward Mushroom. Return to Rosh to obtain permission to join the Militia and to receive your reward.
