Other than Popeye himself, Bill Barnacle is the only known member of the Sea Dog Club. In the 1980 live-action film, he is portrayed by actor Robert Fortier. In said film, the character is not shown to interact with Popeye much and is portrayed as a local sailor and Sweethaven's town drunk.
