After Governor Koschei regenerated, due to old age, he became this incarnation. At this start of his life, this incarnation continued his predecessors duties as a Gallifreyan governor, but, was eventually imprisoned by Astrel. After suffering for a long time, being tortured by Astrel, he regenerated into his third incarnation.
