Director Roger Wixon hired the Townsend Agency to retrieve the HALO rings, which they did. They delivered them as directed, but the person receiving them (Ray Carter) was in on the crime and so Wixon didn't get them back. Wixon later arrested several important crime families for conspiracy to obstruct justice.
