Penguin Village is the primary setting of Dr. Slump, or Toriyama's major series before the production of Dragon Ball. Penguin Village can be seen several times in Dragon Ball, where the Goku meets Arale Norimaki and takes on the fearsome Red Ribbon Army. It is featured as stage in Dragon Ball Z: Budokai Tenkaichi 3.
