Bayushi Tando of House Rokugo was a bushi of the Scorpion Clan. He looked after his clan's interests in Fukurokujin Mura. Tando was not a criminal, but formulated a disreputable, untrustworthy image as his public persona so that others would not believe him junshin. He earned a reputation among the village's criminal underworld.
