Bill Hoag is an actor. He may be best known as Bill Chapman from Orange Is the New Black, as well as his multiple roles in the Law & Order series. He has also made appearances in Salvador, In & Out, the 1998 Godzilla film, Third Watch, One Life to Live, and The Mysteries of Laura.
