General James Herring was the Commanding General of the Federation Legion, a military unit of the Federation called on when needed in extremely sensitive situations. Herring met with the Commander, Starfleet in order to allow the Legionaire Defiant-variant starship USS Ticonderoga to be loaned to Starfleet in operations with the Cha'ouw Empire.
