Lakvan was a bandit leader and lackey of Jagar Tharn. He worked closely with Pergan Asuul, a union that even Jagar Tharn himself didn't like. Skyrim and Hammerfell both distrusted him, as he was used by the Imperials in an attempt to gain power in Hammerfell. He used a Daedric battle axe in battle and held a shadowkey. The mysterious Hero of Azra's Crossing defeated him and his band of bandits at his stronghold.
