After Caesar was committed to the San Bruno Primate Shelter following his attack on a neighbour, Will Rodman, his human foster father, made an application to have Caesar returned to his home. The Police Clerk explained to him that the application would take 90 days to process, and that Rodman should consider himself lucky that Caesar wasn't simply euthanized.
