Higgins was a Grayson citizen and a non-commissioned officer of the Grayson Army. Holding the rank of Corporal, he served in the Mueller Steadholder's Guard around 1915 PD. Samuel Mueller chose him as a replacement for the murdered Steve Hughes, due to his "doglike loyalty". (HH9)
