Laser and Photon weaponry has the highest refire rate and generally low damage for the energy output. Both types are ideally suited against Positron shields, and weaker against Graviton shields. These weapons are ideal for beginners, as the high refire rate gives a "spray and pray" effect that one can hose at dodgey enemies. Unfortunately, the way combat works, the enemy will do things to pull off your screen, so laser/photon weapons can lead to frustratingly long chases unless one is packing significant heat. To compensate for this, try the Red Hessians or Golden C. weapons, which offer a lower refire rate and more damage (also some of the highest class lasers!)
