Shadowed Steel was a secretive and skilled Otokodate of infiltrators. When they needed fodder for a mission, or when a scapegoat was necessary, they used another group, the Silent Blades, formed by little more than rank amateurs. The Shadowed Steel was in turn a pawn of yet another unknown force.
