A couple of mobsters go completely mad on the effects of some sort of drug, and die before Batman can do anything to help them. Robin helps him obtain a blood sample from one of them to work out what the drug could be. Meanwhile, Penguin berates his men for allowing the mobsters to die - they were given too high a dose of a new fear drug designed by the Penguin's associate, the Scarecrow.
