The Hork-Bajir constitution which I shall from here on out refer to is that of the valley of the free Hork-Bajir, and not that of the Hork-Bajir home world. It was written by Naomi, Rachel's mom. But it wasn't finished due to the fact that most of the Hork-Bajir, excluding Toby, couldn't read or write, and wouldn't learn.
