FIRST DECREE OF THE FOURTH MIDGET MASTER I: The Midget Army * The Midget Army is comprised of all garrisons of Provinces and Protectorates of the Midget Nation-in-Exile. * Each garrison is led by either a General, a Governor, or a Commander. * Leaders of garrisons choose in what hierarchy and ranks the members of their garrisons are. * Decisions made by a leader of a garrison in regards to what rank the members of his/her garrison are in can only be overruled by the Midget Master. * In a garrison led by a General, the second-in-command will have the rank of Lieutenant-General.
