BND operative Theo Stoller, as part of an agreement between the United States and German governments, formulated an undercover mission against information dealer Collette Stenger and her clients. During Day 5, Stoller agreed to give up Stenger to CTU Los Angeles in exchange for the NSA's WET List identifying major terror operatives in western Europe. Jack Bauer went back on the deal after capturing Stenger and destroyed Stoller's copy before it could be forwarded to his superior Heinrich, but promised the furious Stoller that he would help him rebuild the investigation.
