In the aftermath of the previous episode, Harm returns to Washington, only to learn that Admiral Chegwidden has processed his resignation which means that Harm is officially a civilian with Harm later taking up a job conducting top-secret, highly classified flying missions for the CIA while Mac investigates when a young Navy Petty Officer who was believed to have been killed during the Gulf War turns up alive and now married to a local Bedouin sheik with the officer being charged with desertion, aiding the enemy and also treason.
