The Fifth Circuit Court of Appeals has described video surveillance as "a potentially indiscriminate and most intrusive method of surveillance." In that case the court adopted constitutional standards for such surveillance by borrowing from the statute permitting wiretaps — Title III of the Omnibus Crime Control and Safe Streets Act of 1968.
