Judgementia is one of the many planets conquered by the Irken Empire. Each Irken is put under an "Existence Evaluation" to determine if they are a "Defective" or not. If they are determined by the Control Brains to be defective, they are wiped from all Irken memory, and if not, they are free to go. Typically, Existence Evaluations are remote and have very few witnesses, save for the Irken in question, and the Control Brains. Zim's Evaluation was unique, as massive crowds turned up, and even The Almighty Tallest attended.
