Commander Garvak was a Klingon who served in the Defense Force in the 23rd century. In 2268, Garvakw as the commander of the IKS Rak'hon and had been orbiting the planet Sanctuary in the hope of catching criminals for several years. He was responsible for informing the crew of the USS Enterprise that it was highly unlikely they would ever see Captain James Kirk, Spock, or Leonard McCoy again after they landed on Sanctuary. Later, Garvak was finally given permission to leave orbit of Sanctuary. (TOS novel: Sanctuary)
