The card is found in the Ghost Hideout, behind the locked door. The player needs a Lock Grinder to access the card, and cannot get there on the first visit. It can only be accessed after the quest "Find the Buggy Parts", when the Lock Grinder schematic is already acquired by Nicholas Raine.
