Major Maltsev is an undercover loyalist soldier in the Ultranationalists. During the Allied attack on Moscow, he and his men sheltered Ghost Recon members Hibbard and Booth. When he was under suspicion by the Spetznaz, the Ghosts extracted him. Later, when the two Ghosts went to the US Embassy to stop a series of executions, they discovered that Maltsev had been bought out and that it was a trap. In the ensuing firefight, Maltsev was hit by a sniper. His men continued to help the Ghosts after his death.
