The Voice of Heaven was an Otomo Courtier technique which taught that nothing done in the name of the Emperor and Imperial authority could ever be truly dishonorable. Their appointed role within the Empire was to spread conflict between the clans so they could not unite against Imperial power, and the Otomo do this without hesitation.
