The charter of the Chancellor was the document that empowered the chancellor of the New Republic, the position that served as the leader of the Galactic Senate. The charter gave the chancellery the same emergency powers once granted to Supreme Chancellor Sheev Palpatine of the Galactic Republic, which he used to form the Galactic Empire. Mon Mothma, however, intended to eliminate those powers when she was elected as the first chancellor of the New Republic.
