The Doctor's Quarters entrance is located under the Warning Room. If you stand with your back to the Flogger, the door inside the first floor and to the left leads there. The first door costs 1000 points to open, and the door to the actual Doctor's Quarters is 750 points. After reaching the building, players may turn on the Zip Line for 1500 points and ride it to the top floor balcony outside the Warning Room.
