Arafel "Fel" Pagro was a Ktarian Federation Special Emissary from the Federation Member world of Ktar who was amongst the presidential candidates in late 2379 following the surprise resignation of Min Zife of Bolarus. Pagro's campaign manager and primary advisor was former Federation Starfleet Admiral Jas Abrik of Trill, who later served as Federation Security Advisor in the Bacco Administration.
