Tobias Donovan was a male human in the 24th century. He was a third-generation Starfleet officer, following his grandmother, mother and father. He was a member of Starfleet Intelligence, and was assigned numerous missions during the Cardassian Wars, and later the Dominion War. Sometime prior to 2370, Lieutenant Donovan first met Ensign Hrevet, during a mission in Cardassian space. Donovan became a mentor to Hrevet, teaching her many practical lessons not covered in training.
