The Ethlar is a ruling body within the Horothrium Hegemony. It is made up of 21 members who are considered experts on the Horot. This title can be assumed by either males or females as opposed to the Lai which is male only. Members often serve for life, but sometimes retire before old age limits their ability to function. The Ethlar has the power to change, add, or remove laws from the Horot. This is considered a sacred function and any member of the Ethlar is revered by the Horothrium people, even by the Lai himself.
