The Governing Council was a Trabe governmental organization. In 2372, a group of Trabe which included the governing council was attacked and captured in space by the Kazon-Pommar. In the following days, most of the council members were killed by the Kazon. By the time the group was freed, Governor Mabus was the only remaining living member. (VOY: "Alliances") Since the whole council save one was said to be among nine killed Trabe, it can be deduced that the council had less than nine members.
