Wilson N'Diaye was a terrorist who according to NCIS Special Agent Leroy Jethro Gibbs was responsible for financing the attacks on four nightclubs in Bali the previous year. He and his men were conducting an illegal operation in the docks and even paid Port Security Chief Matthew Lake to help them. During the stand-off between himself, his men and Anthony DiNozzo and Ziva David, N'Diaye attempted to get the two to surrender and even seemed unable to believe that Ziva could defend herself.
