First Raikou scatters feathers all over the place and by focusing on the feather he wants to teleport to. This will then trigger a Space-Time abnormally and instantly teleports him there at an incredible speed this causes him to leave after images, this causes the enemy to be unaware anything has happened until they get hurt.
