The soul talisman, and thus soul runecrafting, was released on 5 June 2017 as a drop from certain creatures in the Sophanem Slayer Dungeon. Access to the Soul Altar itself is a reward from the 'Phite Club quest. The soul talisman can be used on the wicked hood, giving the hood two free teleports to the soul altar, and 5 free soul runes every day. This will consume the talisman.
