No. Hagoromo was the first user of a Sage Mode, which he achieved by absorbing the mass of nature energy that was the Ten-Tails. It is unknown how certain summons, like the toads and the snakes, came to obtain their Sage Modes, but it is known that Hagoromo knew Gamamaru, the Great Toad Sage, the oldest of the toads and the oldest known Sage, during his lifetime. So we can't discount the possibility that at least the Toad Sage Mode is based off of Hagoromo's senjutsu, which the toads might have experienced when the Sage received his prophecy from Gamamaru.
