It's a comparison of the resistance numbers of the characters with no equipment. the difference between a 1 and a 6 should be about 4.7% mitigation unarmored it seems. They are relative ratings. 1 is still a racial increase every level i guess, just small and losing relative mitigation against equal level mobs.
