Nilphas Omellian is a Dunmer trader found in The Merchants Inn from whom upgrades for Battlehorn Castle may be purchased. Once at least one upgrade has been purchased, the Hero will receive a note via a Battlehorn Men-At-Arms at the Castle that a Dwemer Forge may be purchased from him.
