Sam Armstrong is SimCity 4's public safety advisor. He offers advice regarding crime and fire safety, and will notify the player if they have not built a police or a fire station, as well as notifying the player if a police station's jail cell is going over capacity or not having complete fire or police coverage. He also pops up when a fire or a riot is happening, and will notify the player about it.
