William Lafferty was a pedophile whose online name was "Fleet Captain". He was originally suspected of kidnapping Amanda Wilkerson but reported that his car which had been used to hold her had been stolen, prompting NCIS Agents Leroy Jethro Gibbs and Anthony DiNozzo and NCIS/Mossad Liaison Officer Ziva David to interview him. Gibbs, knowing that Lafferty was on the loose and that Lafferty would also attempt to flee the country despite his passport being expired eventually had two NCIS Agents who were at the airport arrest the pedophile while Gibbs watched the whole thing from MTAC.
