Plan 401 is led by Commander Margulis, to be worked in conjunction with Plan 31. It was carried out by the U-TIC Organization to try and strip the Second Miltian Government of their rights, attempting to get a hold of MOMO Mizrahi and the Y-Data inside of her. There was no use from the U-TIC Organization's own fleet, but instead used Federation fleet through government manipulation.
